Will this 1975 Hood will go over 1973 Plymouth Scamp?
I like the Hood because of the Scoop

No. If that scoop can be unbolted from underneath (a factory scoop) you can remove it and install on your Scamp. If it's a one piece aftermarket one piece hood with that scoop, forget it.
 
I always liked this style of scoop. Post some pics, Scamp if you go this direction. I've got a '73 as well & it would be cool to see what it would look like.
 
you would need the entire front clip from the dart to transplant onto the scamp the scamp uses, the duster front clip not the dart
