there was a study done a few years back that showed drivers r actually drawn to the flashing lites especially if tired or impaired some states for awhile tried shuting off part of there lites once the stop was made i dont think it worked i drive a trk otr and i move to the left of any vehicle on the shoulder my biggest complaint is the lites there using now especialy oh r so bright that they blind u as u come up on them just my 2 cents
