I'm not sure why the secretive code, but every version of Windows disks have always been freely available for reinstallation on any system. It is just that people who purchase computers from companies such as HP and Dell do not receive a copy of the disc when they get their computer. As you have stated, it is the product key affixed to the system that is unique, and this key can be activated in any system, even a different one, by phone if online activation is unsuccessful. The discs themselves are useless without a key, unless you want to reinstall every month. Most any local computer store will give you an installation disc if you ask.

Many people prefer a clean install over the bloatware/crapware infested version installed by the big companies.

Also, even though you can "install" any version of Windows (Home Premium, Pro, Ultimate) with discs like these, if your original product key is for Home Premium for example, only a Home Premium installation will activate.
