Noisy/Jumpy Speedometer (When Cool)

Hey guys the speedometer on my Dart jumps around and is noisy on cold mornings. Once it warms up a bit everything is fine. What's the solution for this issue? New speedo cable?
 
Pull cable and re-lube it with speedometer cable lube. Also lube the spedo’s head bushing where cable attaches.

They come out from the speedometer end.
Take the cable off at the speedometer and pull the cable out of the housing.
I put the lube on it as it's going back in, because this saves from having a long gooey cable to deal with.

When it hits bottom going back in, twist it a little till it drops all the way back in, then reconnect to the speedo.
 
Use a medium thickness lube, not anything too thick...

The thick stuff is too sticky when cold. You need something that is still slippery when it is cold, like 3 in 1 oil or something similiar.
 
Well guys I used 3-1 and the noise is gone but my speedometer never rests to zero. It's stuck on twenty miles per hour at rest. What in heck is the issue?
 
Maybe you twisted the cable when putting it back in, disconnect it pull cable out a little stick it in the speedo head and turn to zero, then reinstall cable to the head.

Well let me clarify. Last night is when the issue began with the needle being stuck on 20mph at rest. This could shed some light on it for you guys who are more experienced then myself.
