SPI makes the epoxy primer you see on my Duster. It's the only one I know of that has uv inhibitor. They added it for those who chose it as a top coat. It's not as durable as a clear coat but they say it will hold up for quite a few years. Non-epoxy primer will not last long. It will not resist rust.
There's also a top coat called Hot Rod Flatz.
Or you can add flatting agent to a clear coat.
If you are really on a budget check out what guys are doing with Rustoleum and a roller. People will scoff at this but there's a method that produces impressive results.
