They changed the requirements in PA for antique plates in 2012. You no longer need pics for stock cars. They basically take your word for it. You do need pics for the street rod plates and if a cop was sharp enough they could give you a hard time for having antique plates on an obviously modified car. They also now allow you to have vintage original plates providing they are period correct for the car. You have to take a pic of the original plate & give them an extra $75. I just went through this (successfully) a couple of months ago for 3 old cars.
