Driver's air vent...do I need it?

I'll just make a block off plate that bolts in place of what's there. Totally reversible. I'm not sure I get what you're describing there though..

I Think it will have to be a cover that goes up into the cowl and cover the water collar. A dome, like half of a ball maybe ?
