a replacement block wont have a VIN number , but it would certianly have an ID on the pad. it will also have the casting information on the drivers side of the block. pics of all this would really help , but it sounds like a killer deal to me.
If it's not a 70-71 C-body 350 horse 440 motor that someone milled the VIN off of. Then it's a $400-600 depending on completeness, bore size, bore condition, head condition, etc...
