Looks like runaway inflation. Not sure what the new owner has done in the last month or so to add 8.5k in value. I offered him the full 8k and $500 bucks for a finders fee and detailing. Doubtful at best he'll the car is still in the same town.

if your doubting what he has done, looks like he's put all new interior in it as well as gave it a major cleaning! as well as brand new carburator

but that car is still not worth 16,500 maybe 12k
