If it's rusting in some places and not in others, what's good now will not last forever and the existing rust will eventually creep to the rest of the metal under the chrome ... and then it will start falling off in sheets. Strip them completely (a chrome shop can do that for you with chemicals) and start over with a fresh chrome job.
Or maybe you can get them powder coated. :-D
