my 72 Scamp is exactly the same, it is common for these cars,
I cut off 1/4 inch off the rear wheel well lip (enough for wheel clearance) and still have enough lip for the trim to screw onto..
Common to be offset a little, sure. Rubbing with 205-70-14s, no way. He should have a couple inches between the sidewall and body.
Again, very wrong offset on the wheel, spring mounts in the wrong location, failing or incorrectly modified rear suspension components and/or the car took a hard hit at one point moving a suspension pick up point.
