3 speed key lock-out

currently working on a 1970 Duster and switching from a 6cyl/3-speed to a 383/4speed. there is key removal lockout linkage hooked to the reverse spragg on the transmission and to the steering column (like automatic column linkage). It allows for key removal/turning on only when the shifter is in the reverse position. I have never seen this before.

any thoughts on what I need to do.... other than not hooking up the linkage, to defeat this and allow the key to turn without the trans in reverse
