Another brick wall trying to remove steering wheel collars

the part i colored yellow is a sleeve ....pry this sleeve up and it will reveal a drift pin under that goes through the shaft ...the drift pin only goes one direction ......pound out the drift pin with punch and the disk will come off and the shaft will release through the bottom.
