PayPal safe?

He's probably not trying to scam you out of the car, just the $950. His payment will be bogus but the $950 you send the "transport company" will be real.
It is possible to be real, I was in the Navy and could imagine buying the right car when deployed. How many plumb crazy 71 Roadrunners are for sale out there? Many service guys wait to re-enlist and get a big bonus check till they are in a hostile fire zone because the whole bonus is tax free then. It should be easy for the guy to come up with a family member or friend to help him out back home to help him. Paypal would not be the most common way to run this scam, it takes real money on the line with Paypal. Usually they would use counterfeit money orders, the bank will accept them and give you cash, but a few days later will come back to YOU saying it is no good and look to YOU to pay back the money. Personally I think that is crap, if the bank took it they should ensure it is real before giving you cash, heck they are a bank, they should be able to tell if something is legit in a few minutes.

Google "PayPal Western Union" and you will see that it is a very common PayPal scam.
