What's it really worth?

With 38 k I bet that car does close to that at a classic auction. Where do you find another one with 38k original?

If it only had 38K original miles, then why did it need restoration.

It's been all taken apart and has a so-so restoration done on it. Original miles are sort of moot at this point. Unless there were pre restoration pictures showing/proving the parts are original and proving assembly marking are original (although they did not put them back on in this resto)

Nice ~$25K car. $25K because the underside is painted and shiny. Lacks detail.
