Todays high speed clears can be cut and buffed the same day. Granted, one wouldn't use a high speed clear on a complete but just about any modern clear can be cut and buffed a day or two after application.
good point, the thought that you have to wait a month is probably a carry over from a time people were doing 12 coats of lacquer which requires a lifetime to get the excess solvent out
