Why are 318's low HP and torque?

1968,

No need for a High Performance 318 Commando.

The 340/275 HP was the 'ticket', and Mopar labeled the 318/230 HP as the durable,
low-performance, efficient running, no problem, low-rev 'Work-Horse' engine.

Even the NHRA re-rated the 318/230 2-Barrel to 195 HP, and then even lower to
185 HP.
