The power isn't soft but it may feel soft under real driving conditions. Remember the dyno pull it at WOT and the loading on the engine isn't neccessarily the same as what it experiences on the street.

I.e. Dyno pull, increase to WOT. Engine stabilizes at desired start RPm (usually 2500-3500) . Begin pull.
