Will a 73 dart dash bolt up in a 70? Also I know the 70 instrument cluster is horizontal, but will it bolt in place of the 73?

If you replace the entire dash assembly it will bolt right in.
 
The problem will be getting the dash frame OUT. Originally, the bolts were installed at the factory before the windshield was installed. "I've read" on here that a couple of guys got these apart without pulling the windshield, but I don't know HOW.

I'm planning to pull my bolts with the windshield out (car getting painted) and reversing the clips, shorten the bolts, and put them back in from below, so IF I pull the dash later, I can do so.

I'm going to take a guess that the 70 Cluster looks like this?



If it does look like that, it's a Rallye Instrument Cluster (1967 - 1971), and it won't fit in a Standard Dash without extensive modifications to the dash frame.

I apologize. It is a NON Rally Cluster
 
No. Just use the shape of the speedometer as a guide.
If that instrument is different the instrument housing is different and the opening for the housing in the dash for it is different.
 
If you are going to pull the glass there are lots of 70 dash frames around because they came in every 70-71 (72?) dart and usually the swap is to take that standard dash frame out while switching to a rally cluster. If you switch the frame and it's a street car remember to swap the VIN plate on the dash frame to your original or you could run into problems with registration and insurance

Yea. I found some 70 frames around, but they cost a lot to ship. I found a guy local that has a 73 frame. Doesn't look its going to work.
 
Just remember that the dash frame is stamped to accept a particular type of speedo bezel and related trim. Rally dash, Dart dash, standard duster dash are all different. Then there are differences with or without holes for plastic wood grain trim, variations for mounting the radio, 69 and back have holes for the key switch, and also differences in 67 and early 68 for glove box door hinges.
