Is this a recall steering wheel??

Howdy gang, cosgig here! I was over at a buddy house who is doing some work on a 67 Charger, and he is looking to find the horn assembly for the steering wheel. Knowing that 66-67 chargers use the early A style woodgrain sport wheel, he called me for help! When I arrived, this is what I found!! I think its one of the "recall" steering wheels, although I believe it uses the same horn assembly!

Can anybody confirm that this is a recall wheel! The owner of the car would be very excited to know what it is!! Thanks all for any replies! Geof
