What RPM's are you running at 60mph?

probably...but a tall gear will not guarantee good mileage.
your max lo speed torque must be your cruise rpm.
Peak torque happens at the engine's best power output per unit of fuel consumed (Brake Specific Fuel Consumption, BSFC). I've found from long term observation that best MPG happens if cruise vehicle speed happens at an RPM *just* under peak torque. Say under by 100-200 RPM. Not really sure why.
