That is the 1966+ jack stowage spring with the full loop at the left end. The 1965-down spring has at both ends a hook similar to what we see on the right side of this '66-up spring.
(Not sure what you mean by the fuel hose clips being bent 90°, but wow, does the underside of that car look fantastic!)
