help posable short

the limiter has a ground terminal on it and the cluster grounds to the dash frame. While I think the ground issue is further fetched from it having a bad limiter. But the PCB and limiter could have corrosion on it keeping it from getting a proper ground.

roughly - the limiter sends 5.5 volts to the gauges. the gauge has an insulated nichrome wire wrapped around a bimetal strip. The nichrome wire heats up depending on the resistance from the sending units. The bi-metal bends from this resistance generated heat and moves the needle which is connected to the bi-metal. all senders do need a ground to function, but with all gauges inop it is not likely that problem.
