There is a master spline, Its much larger than all the other splines. You have to make sure that they are lined up or it will not go on. Once that is lined up it should slide on all the way.

As for the connector. If it was a steering column wire, that was probably for the key light. Its a single connector. A pic of that wire might help.

Ok...so a) the spline should have some grease on it b) we back off the coupler a bit and rotate the steering wheel until we feel it mesh..

i don't remember there being a key lite on the car...should there be one ?
There may be an opps here... I rebuilt the column and didn't notice a light..I can provide a picture tomorrow.
