I used to think the same way, until the quarter dropped;
Pumping air into burning (remaining) fuel heats up it's temperature causing it to burn more unburned fuelparticles. THAT is what cleans up the exhaust fumes.
Same as reheating the BBQ coals by blowing fresh air into them.
