"They do that" sometimes. I tried buying them from Ox-Arc and they are some better. I thing they get glazed sometimes. I've got a broken chuck of a grinding wheel. You can use anything, even a wore-down angle grinder wheel, etc
Just spin the thing up and hold your other grinding wheel against the bottom edge for about a second, maybe two. "Fixed."
