Rather than gauge it when the throttle is closed, make sure the throttle lever at the transmission is all the way back when the throttle is open. If you experience delayed or harsh shifting from there, then adjust as needed. The only thing I see "wrong" is the position of the spring on the kick down rod. It should be attached to the carburetor linkage stud, but you will probably have to get a shorter spring for that.
