My 68 Barracuda has something like that. Can't remembers it's proper name but it has to do with the light ring that goes around the in dash ignition switch.

I used to reMember
It,s a mechanical timer used for the ignition switch illumination light. It works by heating up a bimetallic strip. Next to useless in my opinion.

Its called a time delay relay. Does exactly what 68gtx said.
