I have a set of Hughes prepped edelbrock rpm heads I'm upgrading my cam and valve springs to match. My question is how much pressure can I safely put on the factory edelbrock locks and retainers?

I would start with a phone call to Hughes.
 
When I installed the Comp springs in my Edelbrock's, I had to change the retainers and locks.
 
Right now I have the hughes 1111 springs 140#@ 1.800 installed 315# @ .550 lift I'm installing comp cams 914-16
 
IDK how strong the stock pieces are, but the matching retainers for those springs are only ~50 bucks...locks are probably 20 ish....so for less than 100 bucks you can have piece of mind. If it were me, I would spend a little more for piece of mind. I'm assuming from the spring you are going with an large ish solid flat tappet cam?
 
I talked to Jim at Hughes engines and he said that the locks and retainers that they installed on here will take anything I can throw at them. That makes me feel better
