Rusty Rails

Ok now I'be started the bodywork I knot iced around the drip rails there's a small crack or separation of the drip sealant and small spots of what looks to be surface rust I' ll post pics in the am . How do I tackle this ? The car is a California car and has no rust issues that I can see .
I was thinking that I could hit it with a wire wheel and run a new bead but really not wanting to mess with the paint yet . Ant input veterans on what to look for it seems pretty solid .
 
My car has the same rail cracks, but mine are pretty major. I think it heppened when the car was painted and maybe dried in a IR oven? Looks like the stuff just shrunk. Mine is always garaged but If I ever get it out again, Ill look into some sort of sealer, even clear shower silicone would seal it but it wouldnt hold paint. I was pretty pissed when I saw that when I picked it up from the painter, but could not say if they did it or made it any worse.
