It is 100% true, but some of these guys are too thick to see it. If the seller elects to "come off" his price for the Paypal fees, that's his choice. The Paypal fees are still paid. By the buyer. If the seller "pads" his price to make up for the fee, the buyer pays the fee. The only way either party would "not pay" the fee is if Paypal did not get paid. Since 100% of the money in the transaction comes from the buyer, the buyer always pays the fees. Every. Single. Time.
The only other exception is when someone chooses to pay as a friend or family. Then no protection is granted.
