One other lesson i have learned that helps in all but the most dishonest seller situations:
1) pay extra to track both ways for proof each party mailed and when
2) pay extra to seller to insure shipment of parts in the event they are lost or damaged
3) require signature on both ways as proof of who received, when and where

i used to skimp on shipping by avoiding these costs. but after an issue i now pay these extra costs. i received a part that was insured. it was damaged beyond what seller indicated. shipping insurance covered the loss. i am not sure whether the damage was from shipping or seller misrepresenting but i was covered.

this approach will help avoid issues on all but the truly dishonest, criminal mindset. but it will avoid the situation where seller indicates he shipped and yet did not - because he would have a tracking with your address as destination.
