Because they can't figure out how to charge the people for the cost and get away with it yet, so it's not financially productive for them to do it.
Our Gov is either so stupid and/or self important and that it can't see ahead far enough to realize that if they trash our economy and screw the working people enough there won't be anyone to grow their food or wipe their asses for them when they get old.
How do you make someone that doesn't have an income pay taxes?
Unless I'm missing something it seems to me that there is no concern for our future, just theirs.
