727 fresh build, no up shifts

Just installed a fresh built 727 automatic in the Scamp. Convertor flashes at 2800 but no 1-2 up shift. I went ahead and disconected the TV from the carb and tried again.. Still no upshift.
any thoughts? Was thinking the govoner may sticking or installed incorrectly??

Assuming your sure the front band is adjusted correctly the governor is where I'd start looking. I'd hook up a 0-100 psi pressure gauge to the governor port and see what it shows. Should be near zero starting out then rise as speed increases. If it doesn't increase it's time to pull the extension housing off for a look at the governor
