When I ship stuff, you know what the first thing I do... send the tracking number!
When people don't send tracking info, especially after two weeks and saying they would, you have an issue.
That 3% paypal charges, that is really your insurance, is looking sort of cheap now. Sucks this happened and I hope you get it straightened out.
