318 timing and fuel pressure

I'd run the pump off a relay that is triggered by your key switch.

Ignition timing. Initial timing in the 20-24 range or more and the rest mechanical to hit your total number. A 284 cam in a 318 will want a LOT of initial timing.

^^^^ What he said. Give it as much timing as it likes and will still start easy when warm but just be sure and keep the total mechanical degrees at or under 38. A trip to the salvage yard with some good wire cutters & nut driver and you can have a nice relay panel from a later model car that will come in handy for all kinds of things. Just be sure and get enough of the wiring and connectors. Once you get the timing where you like make sure you have the right springs under your metering rods so they will be down at idle. Watch your accelerator pump nozzle too. Make sure you are getting a good squirt off idle but no black smoke.
