440 Crank Pulley

Is it common to have to need a spacer to get the pulleys to line up?
I'm not to familiar with big blocks and the engine was apart so I don't know how it was originally. I have a double pulley on the water pump so i am assuming that I will have one belt for the water pump to alternator to crank pulley and one for the water pump to power steering to crank pulley.
Am I on the right track?
