65 Valiant front floor pans getting flooded

This has been a problem ever since I got this 65 Valiant years ago. I haven't worried about it much because it needs new floor pans anyway. But this is just getting ridiculous. It's flooding the front floor pan and running all the way back to the rear when it rains real bad. When I got it about 4 or 5 years ago I put in a used windshield with a new windshield seal. But it still leaks. I caulked the drip rails too and it didn't help. It's originating from the top above the heater box. I removed the whole heater box and could only see drops of water but could not pinpoint where it's leaking. It's definitely not leaking from the wiper pivots, the leak start way away from the pivots. My only guess is from that windshield. I tried filling the gap behind the new windshield gasket with silicone but nothing works. One thing I did not install when doing the windshield was the lock strip because I didn't have one. Does that help seal or just keep the windshield in? I see them available on ebay but what about the actual lock that locks them together or does that usually come with it?
 
That's what I was thinking too. But wouldn't there be water in the fresh air plenum because it stays dry. When I reseated the heater box and fresh air plenum I didn't see any rust or water leakage evidence.
