Body surface rust

Have 1988 ram charger from Arizona but has some surface rust on hood and some on lower frt fenders.Truck will sit outside in the winter until I have Rome in garage in spring to start bodywork project

And you want to prevent the rust from spreading or getting worse (pitting)?

Brush some rust preventative paint on the areas and you are good till spring.
