Yes....that is required there in AL. You still get a registration. I've bought older AL vehicles. TN won't accept just a bill of sale but, will if you have a "current" copy of the AL registration. That is unless you "know" the DMV person. Always best to ask BEFORE you buy something without title and/or registration.
