faulty filler neck grommet?

I bought it at Classic Industries right over the counter, and I think the brand was OER.

On the website, they have two listed.

I purchased the MF296 grommet for my '74 Duster. Factory fuel tank.

probably CRAP chineese stuff, but, I always sand down the outside of filler neck to make sure it is smooth and the neck will slid into it without a big struggle. also lube the neck and inside of grommet with something like liquid spray silicone or baby oil / .

Don't get any ideas, but I did lube it with petroleum jelly. LOL I didn't do any sanding though. I didn't even think of that. The new rubber grommet was kinda hard, just like the 40 year old rubber grommet that I replaced. I thought it would be softer.
