No, you can't tell how good of shape they are in. All springs fatigue and it builds up over time. I do not know why people like to reuse old leaf springs and torsion bars that already have some fatugue in them, it's only going to get worse... There is no way to tell how much fatigue in in a spring or torsion bar.
