A Canadian 74 is getting punked for smog? Yikes, that doesn't sound good....even in the socialist progressiveness of California, its 75 or older...Venturi vacuum is like ported vacuum, its above the butterfly and increases with velocity. I bet the distributor advance is the port/venturi vacuum source but that sounds like it should be a closed system, no huge leak sucking through a charcoal can? The breather lead must be the vent to the can so it can bring fresh air into can to displace the fuel vapor thats getting sucked into venturi port. here is a 75, maybe itll help:
