I assume you are referring to NAS North Island?
When I was at Miramar in the early 70's we had a base commander for a period who was "into" Zumwalt and his philosophy, and they had a flag started drag race on base. I HAD TO WORK. Yeh. I was a bit upset. This however might have gone either way. Instead of shutting down the field and holding it on the runways, they held it on the road from the west gate. "Miramar Way." At that time it was a fairly narrow paved road. If anyone had gotten out of shape it could have been twitchy.
