Since the vapor canister is long gone from my'72 Duster, is there a way to vent the gas cap? Maybe a small hole drilled in that inner piece? I wouldn't plan to fill it up into the tube.

That's what I did, I was having a small vent issue when I switched to EFI. I drilled a hole through the inner piece and all my issues went away. Probably not the best solution, but it worked and cost nothing.
