A friend of mine just removed a hog converter out of his big block Dakota and installed a purpose built Turbo Action and dropped the ET over 1.3 seconds.
As others have mentioned its all in the tune. I have found a DP helps getting out of the hole. I run a Demon because it was a cheap CL find. Spent a lot of time fine tuning my combo. Ignition curve first, then carb baseline, then pump shot and squirter combos for best 60', then traction issues since engine power increased when I got the motor optimized.
If you go the holley base route try and get a carb with replaceable air bleeds etc.
