At the bottom of the steering column tube is a rubber seal that is secured to the bottom of the lip of the tube which basically seals the tube to keep debris and fumes from traveling up the column into the cabin. When I rebuilt a column for my 65 Barracuda, the main part of the seal was gone (the part that is installed on the tube lip leaving what looks like what you have.
