I agree with getting rid of that dangerously long bolt and spacer but if he runs the drag link down at an angle it's going to create bump steer.
I think a better solution to that problem would be to buy another steering arm from speedway and mount it to the top of the spindle along with the one mounted to the bottom and run the long bolt though both arms and keep the drag link at the angle it's at. With the extra arm the long bolt will be mounted in double sheer and wont have the opportunity to flex.
 
He can't leave it were it is, look at the pics, the shock has 3" or so of travel the drag link is on the bottom of the oil pan. one step at a time the steering box probably needs repositioned any way.
