No more MSD

The most likely internal fault is assembly error with electrical/thermal insulator used on transistor that switches primary current in the boost voltage section. The heatsink is the case. The rubber vibration insulator mounts, are providing external isolation to ground. A dangerous shock condition may exist. Shorting case to ground, may fail unit.

For safety, ESD, electrical emissions, cases are typically grounded. The instructions seem void of the requirement.
I certainly agree that it's an assembly error.
