I believe you have seats out of a 1976 Plymouth Volare. Personally, I would use them in the 70, if upholstered in the 70 pattern, many will never be the wiser.

I was told by the upholstery shop that the frame is completely different and the 70 foam and vinyl would not fit.

It does make sense, the bottom of the armrest has a seatbelt sensor mounted.
